FADOQ welcomes the framework proposed by the National Home Support Policy, which places the service user, as well as their caregiver, at the center of the approach.
As FADOQ recommended during consultations on this policy, CLSCs (local community service centers) will act as first point of contact to allow Quebecers to access home care and support services. They will ensure comprehensive management of service users and guide them to the required care and services. It will be essential to promote smooth and effective communication among the various care and service providers and to strengthen interdisciplinary connections, particularly among health professionals.
“FADOQ is pleased to see CLSCs fully assume their role as local services. It is crucial to simplify the user journey for accessing home care and support services and to assist them in navigating the system more effectively. FADOQ will closely monitor the implementation of this policy to ensure it results concretely in the care of all individuals awaiting their first home support service, as well as an increase in the number of service hours provided per provider,” said FADOQ President Yves Bouchard.
It is essential that this policy works so that home care and services finally become accessible to everyone who needs them. The mobilization of involved partners will be fundamental to the policy’s implementation. FADOQ offers its full collaboration to those responsible for applying the measures and guidelines to successfully achieve this transition.
Pilot projects aimed at making CLSCs the primary entry point for older adults have shown promising results and should be rapidly expanded across Quebec. It is also necessary to ensure a sufficient workforce to meet growing demand. Let us remember that demand will rise sharply, as people aged 65 and over are projected to represent nearly a quarter of the population by 2031.
Furthermore, it is crucial to properly inform older adults and their close caregivers about upcoming changes and the measures that will be made available to them. Results from a survey conducted among FADOQ members highlighted difficulties in accessing home care and services, demonstrating the importance of simplifying processes and adequately informing the population.
Increased support for caregivers
The policy also provides significant improvements for caregivers. Some will be eligible for a “Home Autonomy Allowance,” enabling them to hire the help they need directly or be compensated as home support workers. FADOQ welcomes this measure and looks forward to learning about the associated eligibility criteria.
To adequately meet needs, the service offer will be expanded, notably through the addition of personal assistance services. FADOQ views positively that this expansion will rely, in part, on social economy enterprises in home support (EÉSAD).
Finally, FADOQ emphasizes the importance of structurally increasing funding for home care and services in the Ministry of Health and Social Services budget. To ensure the success of this transition, it recommends raising this funding from three to six billion dollars per year. Such an investment would significantly reduce costs elsewhere in the healthcare system while supporting the autonomy of Quebecers and their ability to remain in their homes as long as possible.
